Executive boards of top experts, rather than civil servants, to manage government departments

The Natural Law Party All-Party Government will appoint executive boards of the nation's top experts in each field - chosen from outside the civil service - to handle the day-to-day administration of each ministry. These experts will be in charge of the operation of the ministries. Decision-making will be dominated by the executive board of experts and not by the civil service. The board will use the expertise of the civil service without allowing it to obstruct progress. They will promote research and development of all new ideas and new technologies that offer promising, life-supporting solutions to the broad range of problems facing the nation.

All-Party Government - Representing the Nation rather than the party

Under all-party government no one party would dominate parliament and rule over the other parties. All Ministers and members of parliament would consider themselves not representatives of a party but representatives of the nation and the people of the United Kingdom. Their decisions would be based on a policy's scientifically proven benefits for the nation as a whole - not on its benefits for one party or on its effect on their political future.

Such a truly national government - uniting the most successful people of all parties and enlivening the support of the evolutionary power of Natural Law for the whole population - will be able to bring satisfaction to everyone, fulfilling the highest ideal of the democratic system.

Procedures have taken precedence over quick decisions

Britain's system of increasingly complex laws has complicated administration, delayed decisions and obstructed achievement of national objectives.

The Natural Law Party government will simplify national administration and speed up decision-making. For example, from the first day of our administration we will start phasing out VAT (see A Group for a Government, and employ the unemployed to rebuild the nation.

In addition, a Natural Law Party government will immediately pass a law requiring our administration to present a balanced budget to the nation within three years. After that further public borrowing will be forbidden by law.

The Natural Law Party's improved parliamentary procedures

The Natural Law Party government will introduce new parliamentary procedures, including electronic voting, to speed up decision-making, eliminate the time wasted in discussion and improve the efficiency of government. This will enable parliament to consider a greater number of important national issues each day, and cut short its internal waste of energy. (Each minute of parliament is 58 million minutes of the nation.)

For example, using an electronic voting system in parliament, the proposals for a bill would be presented on a video screen, and MPs would indicate through pressing the appropriate button their vote in favour or against of the bill, or whether the bill should be reconsidered at committee stage. MPs would be expected to have examined proposals in advance. The debates would then not need to involve unnecessary discussion and argumentation along party lines, which otherwise wastes the time of the entire nation.

Using such a system, many bills could be considered and decided upon in a single day, and there will no longer be delays of months or years in deciding issues of immediate importance to our citizens. The fast efficiency of a Natural Law Party government will quickly resolve all problems. The implementation of such procedures in parliament is especially needed now when there are many problems facing the nation and the government must consider and resolve them without delay.

It is very unfortunate that the nation currently has to witness negative and fruitless party parliamentary debates on television. Seeing our leaders quarrelling and attacking one another is a deep disappointment to our elders, and damages the delicate emotions of our children.

Under a Natural Law Party government the parliament will be transformed from a battlefield into a very peaceful think-tank, where decision is simple and decisions are made fast, in favour of all parties and groups in our nation.

Reviving British democracy through the introduction of proportional representation

The Natural Law Party supports the introduction of a system of proportional representation in the electoral system since it allows every voter to be democratically represented according to his or her choice. The present system of First Past the Post leads to inefficient and ineffective government because the ruling party usually represents even less than half the population. Other parties feel excluded from government and this inevitably leads to destructive conflict and rivalry in parliament and dissatisfaction in the nation.

In answer to the view that proportional representation could lead to weak government with many small parties having to form a coalition, the government of The Netherlands is a successful example of the operation of this system. It is one of the best run countries in Europe. The needs of every section of the community are represented in parliament and no vote is wasted. The parties work together in the best interests of everyone.

Do the leaders of Britain care more for the party or more for the nation?

The question to ask the leaders of Britain now is: do you care more for the party or for the nation? If party politics continues in its present form, nothing will change in Britain after the coming election - nothing. The nation will continue to drown in conflict and problems.

By creating A Group for a Government the Natural Law Party will create such unity and integration in national consciousness that automatically all the parties now divided in bitter opposition will be drawn together in an All-Party Government. This truly national government will utilise all the best and proven solutions to the nation's problems and quickly bring satisfaction to the supporters of every party and fulfilment to the population as a whole.
