A government without a means to unify the national consciousness is like a chariot with no one holding the reins. If the prime minister gives his energy and attention to the different ministries but does not know how to administer the nation as a whole, he will never be able to save the ministries from weakness caused by disorder in national consciousness.

One great challenge to every government is the management of the essentially infinite complexity of life in the nation, with millions of people possessing diverging tendencies, needs and desires. Administering this infinitely complex structure of human societies has proved over centuries to be far beyond the capability of human intelligence in any government. Therefore, it is necessary to bring a greater intelligence to the administration of national life. Natural Law, which administers the infinite complexity of the universe, is just that supreme intelligence that can handle all the complexities of national life.
