TRANSPORT 4. REVITALISING THE RAILWAYS The Natural Law Party will seek to encourage rail transport in order to reduce air pollution and road traffic congestion, although it must be recognised that the rail network can principally only fulfil major linkages between urban centres that are already connected by rail. Since 1964 the proportion of national freight transported by rail has fallen from 13% to just 5% and road congestion is currently estimated to cost the nation £19 billion per year. It is estimated that by 2005 a third of the motorway and trunk road network will suffer chronic congestion. The Natural Law Party will encourage the return of freight to the railways because of their special suitability for freight transport. Integration of freight facilities with local road networks will be vital for this purpose. Integration of the railway network with other components of the public transport system for personal travel will also be encouraged in order to reduce car usage. Subject to appropriate regulation to protect the interests of consumers, and in accordance with its general intention to reduce the role of government in unnecessary areas at taxpayers' expense, the Natural Law Party supports the return of the railways to the private sector and will not seek their re-nationalisation. <<Back |
