The prevention of international conflict has traditionally been based on negotiations and constantly trying to maintain friendly relations with other nations. However, friendship today could turn to invasion tomorrow. Since 1,000 B.C. there have been over 8,000 peace treaties, and each one lasted on average no more than nine years. It is obvious that political negotiations, treaties, and the amassing of arms have never succeeded in creating a lasting state of peace.

"The current efforts of expanding and restructuring NATO are a waste of time. Peace in Europe and the world can never be secured by repeating the same old strategies that have proved to be a failure in the past," Dr Reinhard Borowitz pointed out during the Summit of the Leaders of the Natural Law Parties in Madrid. The Natural Law Parties are calling upon the Heads of State and leaders of government, assembling for this week's NATO Summit, to establish a PREVENTION WING in their armed forces which will create harmony, coherence and peace in collective consciousness.

This PREVENTION WING would comprise 7,000 military personnel of any nation (about 1-3% of the armed forces) who would be trained in the coherence-creating technology of Maharishi's Transcendental Meditation and Yogic Flying. These groups of Yogic Flyers within each military will dissolve the stress in collective consciousness that causes enmity and conflict. This will protect the nation against destructive influences, either within the country or coming from beyond its borders. Over 40 scientific research studies have demonstrated that a group of 7,000 experts practising Maharishi's Transcendental Meditation and Yogic Flying together, enlivens the invincible, evolutionary and life-supporting power of Natural Law and thereby creates harmony and peace for the whole world.
